How closely do private pharmaceutical companies work with government agecies, such as NIH, in developing new drugs in the fight against AIDs?

Answer:

Pharmaceutical companies are represented on the teams that develop and manage NIH-sponsored studies, so they have "a voice at the table". Typically they supply the drugs at no cost and have access to the data after the study is finished (as does the general public via a database managed by the National Library of Medicine).
