Exercise and Fitness

Just some parts...



I am 19 years old, 162 cms tall, and weigh 68 kgs. I don`t seem very fat, but my thighs and my hip are very very fat, comparing to other parts of my body. Should I follow a special diet, or do a special kind of exercise?
