Swelling under the upper lip

Is the swelling under the upper lip and on the upper lip a sign of gingivitis? There is no pain but an uncomfortable feeling.

Answer:

Is the swelling located on the gingiva close to your teeth and jaw bone, or is it inside of your cheek or lip?
