Shoulder weakness/floppiness

Question:

Because of arm pain and numb fingers, an MRI was performed which showed a bulging disc at C6-7 and "narrowing of the nerve opening," (which I`m not quite sure about). In any event, can a disc "bulge" at C6-7 sometimes cause a shoulder to feel "weak" or "floppy" too? Thanks for your help.
